Connecticut Legislators Approve New Sports Betting Regulations

House Bill 5229 and Senate Bill 296 address the same issue using different approaches. Their goal is to increase supervision of the state’s gambling sector, minimize possible risks, and guarantee that rules evolve alongside industry changes.

Protecting Young People Remains a Priority

House Bill 5229 zeroes in on advertising at colleges. The proposed legislation seeks to ban sportsbook marketing within college athletic facilities and on digital platforms managed by universities. Although colleges can still engage in general branding and sponsorship deals, betting ads directly targeting students will be subject to fresh restrictions. Legislators believe this step will help establish a distinct boundary between academic institutions and gambling activities.

Betting firms have increasingly targeted college campuses for their marketing campaigns, with studies indicating that students are feeling bombarded by these ads. The state intends to lower the rate of early gambling involvement among young people, particularly those who are underage, by limiting their exposure to such content.

Controversy Surrounds Prediction Markets

Although previous drafts of House Bill 5229 contained tighter regulations regarding customer withdrawals, those clauses were stripped out. The enacted bill now emphasizes restrictions on advertising, availability of support services for consumers, and an investigation into prediction markets. The Department of Consumer Protection and the attorney general’s office will analyze the impact of these platforms on residents.

Connecticut has already expressed caution regarding prediction markets. The state previously sent cease-and-desist notices to entities such as Kalshi, Crypto.com, and Robinhood, accusing them of facilitating unlicensed sports wagering. This upcoming study will look into participation by individuals under 21, the effect of these platforms on compulsive gambling, and if they siphon revenue away from authorized operators.

Penalties for Insider Betting Have Increased

Senate Bill 296, on the other hand, is designed to uphold the integrity of sports betting. This revised law explicitly bans match-fixing, collusion, and the use of confidential information for wagering purposes. It places particular emphasis on local teams, especially collegiate squads, where players might be more vulnerable to external influence. The bill introduces harsher punishments and more precise language to seal existing loopholes in regulations.

Under this legislation, breaches of integrity will be classified as felony offenses, punishable by imprisonment and fines. Coupled with House Bill 5229, these bills indicate Connecticut’s preparedness to tackle emerging issues in the sports betting landscape, including intense marketing and new wagering methods. It is broadly anticipated that the Governor will sign both measures into law.
